Applying for a HESLB Loan in 2022–2023 | jinsi y kujaza fomu ya mkopo One of the major responsibilities in managing loans for students seeking higher education is carried out by heslb. The Board creates the Loan Application Almanac each year to direct the loan-issuing procedure for deserving and needy students. The Loan Application Window opens once a year in accordance with the almanack. Those who qualify, including undergraduate and graduate students, are asked to apply.
The eligibility requirements and the application process are detailed in the Loan Application Guideline for the relevant year, which can be downloaded from this page. Future candidates are urged to carefully study the guidelines, prepare the required materials, and submit their applications online utilising the Online Application and Management System (OLAMS). The following are the steps needed to apply for a loan:

Stage 1: Registration
Register for an account with OLAMS
A form will display two buttons:
Click this button if you are an applicant who took all four examinations in Tanzania. You will be required to fill out the form that will appear below.
NON-NECTA button: click this button if you are an applicant who took four examinations overseas. You will be required to fill out the form that will appear below.
Stage 2: Login
- After registration. You can log in and be allowed to access the system by clicking on the Login link
- A form will display two input fields.
- Enter the applicant’s username and password, which were created during the applicant’s registration.
- Click the Login button to be checked and allowed into the system.
Stage 3: Important Instruction
When you log into the system, you’ll see important instructions that will help you fill out a loan application.
Stage 4: Application Fee Payment
Under the Application Fee Payment link, you can find information about how to pay the application fee and how far along the payment is.
Stage 5: My Application
Through the “My Application” link, loan applicants can get to their loan application forms.
When the My Application link opens an application form, it is broken up into sub-forms that are filled out in different steps, as shown.

Self Registration is your starting point for the online application
Everyone who wants to apply for a loan must first sign up before they can see the loan application form. There are different links for people who took NECTA exams and people who took exams that were not given by NECTA. Click on the right link.
How to Format Your Four-Column Index
The Board uses your Form 4 ID number to identify you as a unique applicant. It must be formatted as follows: For example, the index number S0332/12 of 2016 becomes a 15-character number written as S0332.0300.2016. Note: Overseas applicants should use their examination index numbers as they appear on their certificates.
How To Login?
If you have already signed up for the system, you already know your username and password. Since the password is case-sensitive, a capital letter should be treated as a capital letter and a small letter should be treated the same way.
First-time loan applicants are people who have never used this system before and don’t have accounts with usernames and passwords that let them log in to the system. The first step for these applicants is to sign up.
Existing applicants are people who have registered in this system before and were able to set up accounts that let them log in to the system using their username and password. These people can use the system whenever they want.

The NECTA FORM Four Index Number should be in the format: S0XXX.XXXX or P0XXX.XXXX.
Example: S0750.0023 or P0750.0023.
Applicants will be able to Login after completing Registration.
Registration enables the applicant to create an account in this system and obtain a Username and Password.
Registration should only be done once. After completion, the applicant should only login using the obtained username and password.
The username will be the applicant’s NECTA FORM Four Index Number followed by a year of completion, e.g.: S0XXX.XXXX.YYYY or P0XXX.XXXX.YYYY
Example: S0750.0023.2006 or P0750.0023.2006.
When logged in applicants will be able to make application fee payments and complete loan applications.
How to Pay for HESLB Loan Application
Loan application forms will only be visible for filling once the application fee is paid.
In order to successfully complete the loan application; the applicant is required to complete all steps under the My Application link.
The applicant will go through the following;-
- Fill out all application forms in the system
- Submit all the filled forms to the system
- Print the forms
- Sign all required forms
- Upload the signed forms
- Print the completed loan application package
- Close the loan application.
You can find the application form online. Those who are applying for the first time have to fill out a few forms. If you are applying for the first time, the menu items will be on the left. As you fill out each subform, a green check mark will appear on your left menu. The link to print the application package when it’s all done will show up.
The Online Loan Application and Management System will be used for all loan requests (OLAMS). Applicants are reminded to use the same Form Four Index Numbers they used when they applied for admission.

Only Tanzanian citizens are invited to apply for higher education loans.

All applicants are advised to read the guidelines and criteria for issuing loans and grants to students for the academic year 2022/2023 carefully (Mwongozo wa utoaji mikopo na ruzuku kwa wanafunzi kwa mwaka wa masomo 2022/2023).
